Elevation Certificates in Worcester County: The Basics
Worcester County is largely inland and upland. Most of its 60-plus municipalities have minimal FEMA flood zone coverage compared to coastal Massachusetts counties. But the county is not flood-free. Several river corridors carry meaningful flood risk, and properties in those areas need elevation certificates to obtain accurate flood insurance pricing.

Where Flood Zones Exist in Worcester County
Blackstone River Corridor
The Blackstone River runs from Worcester south through Millbury, Northbridge, Whitinsville, and Uxbridge before crossing into Rhode Island. The floodplain along this corridor is mapped in Zone AE on current FEMA Flood Insurance Rate Maps. Properties within a few hundred feet of the river bank may fall inside the SFHA. Owners of these properties paying full-risk rates without an elevation certificate are often overpaying.
Nashua River: Fitchburg and Leominster
The Nashua River and its tributaries pass through Fitchburg and Leominster in the county’s north. Flood-mapped parcels exist near the river, particularly in lower-elevation neighborhoods near downtown Fitchburg. An elevation certificate here can demonstrate that a structure sits above Base Flood Elevation and reduce annual premiums substantially.
Quinebaug and French Rivers
In the southern part of the county, the Quinebaug River runs through Sturbridge and Southbridge, and the French River affects towns along the Connecticut border. Smaller streams and their associated floodplains affect rural parcels in towns like Brimfield and Wales as well.
Millpond and Lake Communities
Worcester County has more than 200 lakes and ponds. Not all are FEMA-mapped, but some, including Manchaug Pond and Webster Lake, have adjacent flood zones. Check the FEMA Map Service Center before assuming a waterfront property is flood-zone free.
How to Get an Elevation Certificate in Worcester County
- Look up your parcel on the FEMA Map Service Center to confirm your flood zone designation.
- Contact a licensed Massachusetts PLS or PE who handles elevation certificates in central Massachusetts.
- Provide your address, the FIRM panel number, and any prior surveys on file.
- The surveyor will visit, take measurements, and complete FEMA Form FF-206-FY-22-152.
- Share the completed certificate with your flood insurance agent to have your premium recalculated.
When a Lender Requires an Elevation Certificate
Federal law requires lenders to obtain flood zone determinations for all federally backed mortgage loans. If the determination places your property in an SFHA, the lender will require flood insurance, and most will require an elevation certificate as part of the insurance process. This happens at closing, often under time pressure. Ordering the certificate early avoids last-minute delays.
